Economic Benefits Introduction

The Oregon Gaming Alliance consists of the nine Oregon Tribes who own and operate casinos in Oregon. The OGA retained ECONorthwest, the Northwest’s largest and most respected economic consulting firm, to conduct an economic analysis of the impact of the casino gambling industry on Oregon and the Tribes themselves.

ECONorthwest’s report titled The Contributions of Indian Casino Gaming to Oregon’s Economy, An Economic Impact and Benefit Analysis is based on data from the year 2003, the most recent year for which data was available, and in which eight of the nine members of OGA were operating casinos. The report was written by Robert Whelan and Alec Josephson. Robert Whelan has more that 20 years of experience in economic forecasting. Alec Josephson, an economist, has been at ECONorthwest for over 10 years and specializes in economic impact analysis.

Derivative from the Oregon report is another report from ECONorthwest by Whelan and Josephson focusing on the impact of the Cow Creek on the Douglas County economy titled: A Net Economic Benefit Analysis: The Economic Benefits of the Cow Creek Tribe to Douglas County Oregon.

The Douglas County report is narrower than the Oregon Report at least in the sense that it just focuses on Douglas County. On the other hand, the Douglas County report is broader than the Oregon report in the sense that it takes into account all of the Cow Creek Tribal businesses, not just gaming at the Seven Feathers Hotel and Casino Resort.
